Proposed Trash Transfer Station Near Frankford Creek

We recently became aware of the proposed plan to build trash transfer station at Aramingo Ave. & Church Street in Philadelphia. A transfer station so close to the existing and historic Frankford Creek is of concern to us for many reasons including its effect on the water quality of the Frankford Creek and the Delaware River, on the ecology of these stream systems, on the health of the land, and on the quality of life of residents living near these waterways

INFO FROM THE PA DEP:

Aramingo Rail Transfer, LP (ART) proposes to operate a 2,500 ton per day truck-to-rail municipal solid waste (MSW) and construction/demolition (C&D) waste operation. The proposed transfer facility site would encompass an approximate area of 5.75 acres located at 2580 Church Street (Aramingo Ave. & Church Street) in the City of Philadelphia. The facility proposes to accept MSW and C&D waste from 5:00 am to 9:00 pm, Monday through Friday; and from 5:00 am to Noon on Saturday. Within the facility, MSW and C&D wastes will be processed, loaded, and then transferred out by rail twenty-four (24) hours per day, seven (7) days per week.

The application was submitted to the Department’s Southeast Regional Office on February 1, 2010. The Local Municipality Involvement Process (LMIP) meeting was held on April 29, 2010. In attendance, in addition to the Department and ART, were representatives from Philadelphia’s Air Management Services and Health Department; PENNDOT; and Philadelphia City Clean Air Council. Upon completion of the LMIP, the application was considered “received” as of June 3, 2010. The application was determined to be administratively complete on June 10, 2010, and technical review commenced. On August 20, 2010, a technical comment letter was received from PENNDOT; PennDOT’s comments will be included in the Department’s technical review letter, which we are working on finalizing shortly.
